Abstract
Background: First Level Health Facilities (FKTP) and Advanced Referral Health Facilities (FKRTL) are required to implement a referral system. The implementation of the referral system carried out in this study included vertical referrals. Based on the results of field observations, it was found that there were cases related to inappropriate informed consent, as well as the use of referral letters that had not been printed in 2 copies. Objective: To find out the Implementation of the Referral System for BPJS Outpatient Patients at the Ciawi Health Center. Research Methodology: The type of research used is qualitative with a case study approach. Data collection methods used are interviews and observation. Informants in this study Officers who are responsible for referrals, and the Head of the Health Center. The sampling technique used is purposive sampling. Research Results: The implementation of the referral system at the Ciawi Health Center has been said to be good when viewed from the 4M aspect (Man, Material, Machine, Method) but it must be further maximized and adapted to national referral guidelines. Conclusion: The implementation of the referral system at the Ciawi Health Center needs to be maximized in terms of an informed consent sheet. Preferably the referral informed consent sheet contains the signature of the provider who is authorized to refer, and the patient's side and the addition of a form stating that the patient is willing or refusing to be referred.
