Abstract
Background: Pangandaran Regency is an area prone to megathrust earthquakes and tsunamis, making hospital disaster preparedness essential. RSUD Pandega Pangandaran, as a referral hospital, has never undergone a disaster preparedness assessment using the Hospital Safety Index (HSI), particularly the functional component. Research Methodology: This study employed a descriptive qualitative research design. Data were collected through in-depth interviews, observations, document reviews, and the HSI checklist. Informants included the head of the hospital disaster preparedness team, the head of the Emergency Department, and the head of the Occupational Health and Safety (OHS) unit. Data were analyzed based on the functional component indicators of the HSI.. Results : The findings showed that the functional preparedness of RSUD Pandega Pangandaran was generally categorized as adequate. Human resource preparedness was supported by clear task allocation and work systems; however, disaster training and simulation activities still require improvement. Disaster management policies have been established through the Hospital Disaster Plan (HDP), although dissemination and evaluation have not yet been fully optimized. Standard Operating Procedures (SOPs), the triage system, coordination through the Hospital Incident Command System (HICS), and logistics were available and supported emergency services, although several aspects still require further improvement.. Conclusion : The functional preparedness of RSUD Pandega Pangandaran was generally adequate. Nevertheless, improvements are still needed in disaster training and simulation, policy evaluation, and logistics strengthening to enhance overall disaster preparedness..
